你们好！2020年伊始，新冠肺炎疫情牵动着海内外每一位贸大人的心。目前学校仍有部分师生因学习、工作、探亲等原因尚在境外，但隔山隔海隔不断思念，贸大与你们心心相连。值此特殊时期，学校向你们致以最诚挚的问候和最深切的惦念！

目前全国疫情防控形势持续向好，同时我们清醒看到境外疫情快速扩散蔓延带来的输入性风险不断增加，尤其是北京这座国际化超大城市的疫情防控形势异常严峻复杂。3月19日，北京市进一步严格境外进京人员管控措施：从即日起，所有境外进京人员，均应转送至集中观察点进行14天医学观察，费用自理。对隐瞒境外旅居史的，将依法追究责任。

为保障自身生命安全和身体健康，希望大家能够以严谨的科学精神面对疫情，遵守所在国家的法律规定, 密切关注中国外交部、中国疾控中心以及北京市疾控中心等官方机构网站权威信息，坚决抵制网络谣言和不实信息。做好个人防护，每日进行体温自测和“打卡”报告，尽量减少流动。若出现发热、干咳等不适症状，及时就近在当地医疗机构就医。也请大家务必与学校保持密切联系，随时关注学校发送的动态信息，在未接到学校正式返校通知之前，请勿返京、返校。如确需十分必须入境的，请务必按照北京市及学校相关要求提前申请、登记信息，积极配合海关等部门健康检疫并进行14天集中医学观察。如遇紧急情况，第一时间与当地相关部门和我驻当地使领馆联系。

At present, there are still some faculty members and students staying abroad due to study, business, family visit or other reasons. Across the mountain and sea, UIBE is always with you. At such a critical moment, we would like to express our most sincere greetings and best wishes to you on behalf of UIBE!

The epidemic prevention and control in recent days in China continues to be promising. However, we are distinctly aware of the increasing risk of inbound transmission of the COVID - 19 caused by its accelerated spread in some countries overseas, which causes an extremely severe and complex situation of prevention and control for Beijing, an international megacity. On March 19, Beijing further tightened the control measures for overseas arrivals: starting from zero O’clock, March 19, all people arriving in Beijing from overseas should undergo a 14-day quarantine at designated facilities at their own expense. One who conceals the history of overseas travel or residence will be held accountable in accordance with the law.

To ensure your personal safety and health, we strongly recommend that everyone should keep a rigorous scientific spirit and abide by the laws and regulations of the country you are currently at. Meanwhile, everyone should pay close attention to the authoritative information released by official organizations such as the Ministry of Foreign Affairs of the People's Republic of China, the Chinese Center for Disease Control and Prevention (China CDC), and the Beijing’s Center for Disease Control and Prevention (Beijing CDC), etc. and resolutely resist digital wildfire and false information. Please take good care of yourself, conduct a self-measure of your temperature and hand in your health report as required every day. If not very necessary, please try not to travel to anywhere else. If experiencing fever, sore throat and cough, or other symptoms, please visit to nearby hospitals immediately to see a doctor. Please also keep a frequent and close contact with UIBE and pay a close attention to the timely notice released by UIBE at any time. Unless you receive an official notice of returning to school from the university, please do not return to campus or Beijing. In case you have to, please file the application and registration in advance in accordance with the relevant requirements of Beijing Municipal Government and UIBE please cooperate as much as you can with the Customs and other departments actively for health quarantine and a 14-day centralized medical observation. In case of any emergency, please contact with relevant local departments and China’s embassy or consulate in the local area immediately.
